I sent those pictures to David Hancock who forwarded it to someone who was able to identify it. Here is David's reply to me:

Here is the data to go with the Tagged Eagle:
Harrison Mills Bald Eagle "Yellow A" has regional history!
The eagle that was photographed at Harrison Mills on the Fraser Valley Bald Eagle Festival weekend was trapped & tagged as part of SEA-TAC Airport Raptor Project by Bud Anderson. Bud says, "The yellow 'A' double wing-tagged adult Bald Eagle (7 lbs. 9 oz.) was captured at SEA-TAC International Airport south of Seattle on 7 March 2015.
"I released it the same day here at my house on the Samish Flats near Bow, 75 miles north of Seattle, (that is about 50 miles south of Harrison) as part of our re-location effort. This was the first one that we have tagged."
Let's hope our followers get more images of this and the other 2 tagged eagles seen at Harrison Mills. If we get a good photo we can find out where these birds have originated.
