blood feathes also known as pin feather are actively growing from the follicle and protected by a sheath.

Vaned feathers have a central shaft through which the blood supply flows when the feather is growing, when it is “in the blood” and has a bluish color. When the feather has fully grown the blood supply recedes and the center shaft (aka as the rachis) becomes hollow, hardens, and turns white. The calamus (or quill) is the base of the rachis, anchored in the follicle. (The stiffness and hollowness of the calamus of the feathers of certain birds made them ideal for holding ink and writing -- hence writing quills, or, since the Latin word for feather is penna, writing pens !)
